The CEQA lead agency must evaluate the project’s impacts in an environmental impact report.

All applications must demonstrate to the Governor that their project satisfies applicable statutory requirements for judicial streamlining pursuant to SB 7 or SB 149.

Application Procedure

  1. Submit your interest form
  2. Gather application materials according to the guidelines and statutory requirements.
  3. Submit applications to California.Jobs@opr.ca.gov and label application as “Draft” or “Final” in the subject line of the email.
  4. Format all application materials according to State and federal accessibility requirements.

Application Fees

Pursuant to Public Resources Code section 21184.7, OPR established application fees for applicants seeking certification for judicial streamlining for an Environmental Leadership Development Project. The regulations went into effect October 1, 2023.

You must pay the application fee for each project for which you are applying for judicial streamlining except housing projects that meet the criteria in Public Resources Code section 21180, subdivision (b)(4).   4. OPR Submits Application and Analysis to the Governor
  5. If Governor Certifies the Project, the Determination is Published
  6. If Governor Certifies the Project, Review by Joint Legislative Budget Committee
