LCI Contracts Office Small Business and Disabled Veteran Business Enterprise Information and Resource Guide
LCI actively seeks to do business with certified SBs and DVBEs to provide goods and services.
The Governor’s Office of Land Use and Climate Innovation (LCI) actively seeks to do business with certified Small Businesses (SBs) and Disabled Veteran Business Enterprises (DVBEs) to provide goods and services. LCI adheres to the Department of General Services’ (DGS) guidelines to establish and meet annual contracting goals of 25% for SBs and 3% for DVBEs by promoting equitable access to procurement opportunities.
For contracting and procurement opportunities, LCI utilizes the California State Government Marketplace, also known as Cal eProcure, to advertise solicitations for goods and services.
Eligibility Requirements
Small Business
In order for a small business to be eligible for certification with DGS, the small business must meet the following requirements:
- Be independently owned and operated;
- Not dominant in field of operation
- Principal office located in California;
- Owners (officers, if a corporation) domiciled in California;
- Including affiliates, be either,
- A business with 100 or fewer employees; an average annual gross receipt of $18 million or less, over the last three tax years;
- A manufacturer with 100 or fewer employees; or,
- A micro business – a small business will automatically be designated as a micro business if gross receipts are $6 million or less; or the small business is a manufacturer with 25 or fewer employees.
Disabled Veteran Business Enterprise
In order for a Disabled Veteran Business Enterprise to eligible with DGS, your business must meet the following requirements:
- At least 51% owned by one or more disabled veterans;
- Daily business operations must be managed and controlled by one or more disabled veterans.
- Must have a valid certification from the California Department of General Services (DGS).
