The Governor’s Office of Land Use and Climate Innovation (LCI) is seeking public comment on the draft Evacuation Planning Technical Advisory. This guide will help cities and counties update safety elements of their general plans, regarding various evacuation route scenarios.

These include:

  • “Residential developments in any hazard area identified in the safety element that do not have at least two emergency evacuation routes.” (Gov. Code, § 65302(g))
  • “Evacuation routes and their capacity, safety, and viability and evacuation locations under a range of emergency scenarios.” (Gov. Code, § 65302.15)

LCI’s Evacuation Planning TA

LCI is accepting public comment now through April 30 at 5 p.m. PT.

Please submit a comment by emailing planning@opr.ca.gov with “Evacuation Planning TA” in the subject line, or by attending a listening session April 21.

LCI staff are committed to reviewing and considering all comments - and will use public input to help shape the final Evacuation Planning Technical Advisory.

*Pursuant to the evacuation requirements mandated by SB 99 (2019), AB 747 (2019), and AB 1409 (2021), and subsequently codified in Government Code sections 65302(g) and 65302.15 an Evacuation Planning Technical Advisory guide is required in all city and county general plans.
