Announcement New Assembly Bill (AB) 130 Statewide Vehicle Miles Traveled (VMT) Mitigation Program Guidance Now Published

The California Governor’s Office of Land Use and Climate Innovation (LCI) is pleased to announce the release of the Statewide Vehicle Miles Traveled (VMT) Mitigation Program Guidance, developed to support the implementation of the VMT mitigation program established under Assembly Bill 130 (2025). 

This mitigation program will allow applicants and lead agencies to lessen California Environmental Quality Act (CEQA) VMT impacts by contributing to a statewide bank administered by the California Department of Housing and Community Development (HCD) through the Transit-Oriented Development Program. These funds will be pooled and invested in affordable housing projects in locations that reduce VMT, advancing California’s climate, equity, and housing goals. 

The Guidance outlines: 

  • How mitigation contribution amounts are calculated 
  • Where contributions may be invested to achieve effective VMT reductions 
  • How VMT‑reducing investments will be tracked over time 
  • Key program design choices ensuring CEQA compliance and regional equity
